簡要規(guī)則描述：本項(xiàng)目采購內(nèi)容為社區(qū)影院，為進(jìn)一步推進(jìn)“十五分鐘公共文化服務(wù)圈”建設(shè)工作，提升居村標(biāo)準(zhǔn)化綜合文化活動室(中心)服務(wù)功能，使廣大居民群眾就近享受優(yōu)質(zhì)的文化產(chǎn)品和服務(wù)，對77個居村委進(jìn)行全覆蓋推廣實(shí)施。具體項(xiàng)目內(nèi)容、采購范圍及所應(yīng)達(dá)到的具體要求，以磋商文件相應(yīng)規(guī)定為準(zhǔn)。
Brief Specification Description: The procurement content of this project is a community cinema. In order to further promote the construction of the “15 minute public cultural service circle“, enhance the service function of standardized comprehensive cultural activity rooms (centers) in residential areas, and enable residents to enjoy high-quality cultural products and services nearby, full coverage promotion and implementation will be carried out for 77 residential and village committees. Specific project content, procurement scope and specific requirements to be met shall be subject to the corresponding provisions of the consultation document.

二、申請人的資格要求
2. Qualification Requirements for Suppliers
(a)滿足《中華人民共和國政府采購法》第二十二條規(guī)定；

(b)落實(shí)政府采購政策需滿足的資格要求：本項(xiàng)目為預(yù)留份額的采購項(xiàng)目，預(yù)留份額措施為整體預(yù)留(專門面向小微企業(yè))
(b)Qualification requirements to be met to implement government procurement policies: This project is a procurement project with reserved quota, and the reserved quota measure is overall reservation (specifically for small and micro enterprises).
(c)本項(xiàng)目的特定資格要求：（3）單位負(fù)責(zé)人為同一人或者存在直接控股、管理關(guān)系的不同供應(yīng)商，不得參加同一合同項(xiàng)下的政府采購活動；為采購項(xiàng)目提供整體設(shè)計(jì)、規(guī)范編制或者項(xiàng)目管理、監(jiān)理、檢測等服務(wù)的供應(yīng)商，不得再參加該采購項(xiàng)目的其他采購活動。
（4）法人依法設(shè)立并領(lǐng)取營業(yè)執(zhí)照的分支機(jī)構(gòu)參加政府采購活動應(yīng)當(dāng)經(jīng)由其法人授權(quán)。法人與其分支機(jī)構(gòu)或者屬于同一法人的不同分支機(jī)構(gòu)不得參加同一合同項(xiàng)下的政府采購活動。

(c)Specific qualification requirements for this program: (iii) If the unit leader is the same person or if there is a direct controlling or management relationship between different suppliers, they shall not participate in government procurement activities under the same contract; Suppliers who provide overall design, specification preparation, project management, supervision, testing and other services for procurement projects shall not participate in other procurement activities of the procurement project.(iv) Branches established by legal persons and obtaining business licenses in accordance with the law shall be authorized by their legal persons to participate in government procurement activities. A legal entity and its branches, or different branches belonging to the same legal entity, shall not participate in government procurement activities under the same contract.(v)Other specific qualification requirements:None.

(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by “Credit China“ (www.creditchina.gov.cn), China Government Procurement Network (www.ccgp.gov.cn) ;
